In this regulation, construction product means any product or kit which is produced and placed on the market for incorporation in a permanent manner in construction works or parts thereof and the performance of which has an effect on the performance of the construction works with respect to the basic requirements for construction works.

You can access the Directive 305/2011 here, laying down the harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC. As the older version, the new directive also covers Switzerland and Turkey in addition to the European Economic Area.

In this regulation, construction product (building material) means any product or kit which is produced and placed on the market for incorporation in a permanent manner in construction works or parts thereof and the performance of which has an effect on the performance of the construction works with respect to the basic requirements for construction works. It is also possible to think of construction products as all components that form an immovable part of a building.

Products covered by a harmonised standard or those not covered by a harmonised standard, for which an ETA (European Technical Approval) has been issued, have to meet the CE marking requirements.

What does the CE marking under CPR mean in practice?

It means any construction product covered by the CPR should:

  • Feature the CE marking on the packaging before being placed on the market
  • Feature a DoP (Declaration of Performance).

305/2011/EC Construction Products Regulation changed some definitions in the older version and also created new ones as in the following:

  • Instead of ‘Conformity Attestation System’ definition, the definition for systems of “Assessment and Verification of Constancy of Performance” (AVCP) has been introduced.

AVCP systems define the responsibilities of the ‘economic operator’ (manufacturer, distributor or authorized representative) and the Notified Body in the CE marking process. AVCP systems table is given Annex V of the Directive.

‘Declaration of Performance’ is a renewed, improved and detailed version of the ‘Declaration of Conformity’ in the previous directive.

The Declaration of Performance is a document revealing the key characteristics of the product to be placed on the market. It should be available at all times to the customer (or distributor – or end user) or authorities for at least 10 years.

Under this regulation, our services include fire tests, type tests and CE certification processes for all kinds of structural metal products (aluminum and steel profiles), especially EN 1090 steel constructions, building chemicals used for different purposes, sealing materials such as mastics, natural stones, marble, sanitary ware and kitchen tools, and water and heat insulation materials.

EN 1090 CE Marking of Steel Constructions

The conformity assessment and certification processes of steel constructions in the scope of EN 1090-2 and aluminum constructions in the scope of EN 1090-3 are all covered by “EN 1090-1 Execution of Steel Structures and Aluminum Structures’’ which is a harmonized standard.

Within the scope of Regulation (EU) No 305/2011, the conformity of products are assessed and certified based on type tests, calculations and the factory production control system. After the positive completion of this conformity assessment process, a ‘Certificate of Conformity of the Factory Production Control’’ is issued and the producer is able to affix CE marking to his products.
